at a given price per foot run, of this breakwater and
several others that had been suggested in other localities.

I have now to transmit for your
consideration the report, with accompanying plans, on the
proposed Refuge and on the question of modifying the design
prepared by Mr. J. F. Boulton, Executive Engineer in the
Public Works Department, who was specially engaged to
assist in carrying out the Praya Reclamation Scheme and
who has had much experience in this Colony in the construct
-ion of works of the nature under discussion.
The area of the sheltered water
enclosed by the larger breakwater is 166 acres which is
not considered excessive, while the area enclosed by the
smaller breakwater is only 57 acres - a space too small for
the requirements of the Port.

This report has been referred to
the Public Works Committee of the Legislative Council who
unanimously recommend the adoption of the larger scheme.
The only authority in the Colony
consulted in the matter who has expressed dissent from the
scheme, is the present Harbour Master, Captain Basil
Taylor advocates a breakwater of a total length of 4,250
feet enclosing 75 acres of sheltered water at Belchers
Bay.
